About County Rural Offices of Social Services

July 1, 2014, our six counties came together to form a Mental Health and Disabilities Services Region as legislated by the state per SF 2315. Marion County was later added to our group. The intent of CROSS is to develop a system of care designed to make funding and services for individuals with disabilities more equitable across county lines in an effort to improve health, quality of life and successful outcomes for the adults in our region.
CROSS will serve taxpayers and people with disabilities in the most effective and efficient manner possible. “Effective” means that decisions are made closest to the problem. “Efficiency” is created by contracting and networking with providers to contain cost and increase quality of services.
CROSS will provide leadership and management at the local level for designing a regional system of care for mental health and disability services. The design of the system will be based on the expectation that individuals and families will have multi-occurring issues of all kinds, and will incorporate an organized quality improvement partnership process to achieve our vision.
